Wilfully silly Chow Yun Fat caper, that is only partially successful.
The plot is almost superfluous.

The eponymous Bulletproof Monk is the guardian of an ancient scroll, a scroll which holds the secrets of unlimited power for anyone who obtains the knowledge contained therein. For reasons I can't remember, the Monk must find a new Guardian, and enlists the assistance of a streetwise man who happened to save him from being taken prisoner. The guy isn't particularly keen on the idea, and is reluctant throughout but, unsurprisingly comes through in the end.

It's OK, I suppose, but it certainly didn't set my world on fire in the way that Shaolin Soccer did, and I feel they were going for the same kind of vibe.
If you want martial art comedy, I'd go for that one, or one of the better Jackie Chan movies.
