The formula begins to feel a little stretched here, though this is far from a bad movie, it just doesn't have either the first movies edge, nor the sequels all round assurance.
Mel Gibson himself, in press interviews at the time of the movies release admitted that the film had virtually no plot, and that is certainly true, the writers deciding instead to focus on character interplay more than on coherent or dense plotting.
What plot there is involves gun running, the twist being that the guns are stolen from the LAPD's own storage facilities where illegal firearms are warehoused.
Rene Russo's introduction as Lorna Cole is a nice touch as she is a good foil for Gibson.
That aside, this is average at best.
