Van Damme sci-fi actioner that is humdrum in the extreme.

Man Slamme is cast against type, at least initially as an active serial killer that goes by the media label 'The Torch.'
His victims of choice?
Young mothers.
The National Security Council have a prototype project (don't they always) that allows facsimiles to be made of people from fragments of DNA, clones if you will or, more dramatically, replicants. I guess they would have loved to have called the movie Clone but for the mental image the word conjurs of muscular men in tight white T-shirts and Freddie Mercury moustaches.....hold on just one minute....
Inevitably, a replicant is made of the killer and, through him, the investigation continues....yadda yadda fucking dadda.

Totally by the numbers, utterly ordinary.
Nothing wrong with it.
Nothing to get excited about.
I would write more but my brain is seizing up trying to pore over the convoluted plot, trying to extricate the nuances at play....
Yawn.
