Anime, but not of the highest quality.
It's all a little childish, and certainly doesn't have the style or charm of the Miyazaki work.
The plot is very basic - a group of raccoons who have the power to shape shift must save their territory from the human developments that are spreading ever further into their habitats.
This has it's moments, but doesn't have the startling imagination of the top anime movies and series.
Interesting in places, but not essential viewing by any means.
