Top quality American zombie fare, set in a mental asylum.
The plot:

There's this doctor, you see, and he has a penchant for conducting brutal and unethical experiments on his patients. For one reason or another, he ends up imprisoned with his patients in the basement of the institution.
Skip forward twenty odd years, and the hospital is still in use, but no-one knows about the contents of the cellar.
As luck would have it, an earthquake strikes, damaging the building, and rending an opening from the cellar to the world above.
The zombies lurking below have no hesitation in ascending, to feast on the deliciously warm brains above....

This is spooky, gory, and well above average for American horror of this period.
It takes a while to get going, and we have to deal with lots of tears from the leading lady before it does, but this is well worth sticking with.
